I've played mpeg and avi files on dscaler. Also PowerDVD and Nero Showtime play numerous types of files and have a stills function.

Windows-media-player-classic [freeware!] will make caps from a video. It has a still/frame advance button so you can creep along looking for exactly the right frame, and then a "Save Image" function that tucks it away as a .jpg.
