Only two forums that I am aware of that you can create polls....
Bullpen and Newsbabe discussion forums.
Mods and Admins can create polls in all forums as necessary.

Only forum I know you can set them up is the Bullpen forum I know I cant set any up in any of the other ones and the Poll option is at the bottom when you go and do a new post |

I looked at the two polls there and I see that cowpie set one of them up for the poster.

When you make a post in the Bullpen forum, you should see an option such as this at the bottom... 
You can have as many poll options as you want.
