For what it's worth, this is definitely post 9/11 based on the America at War graphics.

But to dive a little deeper to help you date, it is my understanding based on some old VHS tapes I had that most major news networks other than CNBC and Bloomberg did not debut the permanent news crawl until post 9/11 as well. It is still crazy to see pre-9/11 video on the news networks without the crawl, seems so weird without it, but much more leg views

Someone can correct me if I am wrong there, but from the tapes I had that was how I could date it. 9/11 was a pretty seminal event in the entire news industry (I know that's a no-duh statement) in that it changed a lot of broadcasting techniques.
